Quality Management System Executive / Officer

About the role
Develop, implement and maintain procedures, practices to ensure a proper and effective
implementation of the Quality Management System to meet EIL Health, Safety, Security,
Environment, Quality (HSSEQ) & Sustainability objectives, targets and plans.
Under the direct supervision of the HSSEQ Manager, the incumbent will provide analytical
support including detailed reporting for various projects undertaken by the Terminal.
Principal Accountabilities
With direct day-to-day reporting to the HSSEQ Manager, the incumbent is principally
accountable to implement, administer and coordinate EIL Integrated Management system
activities including e-system and documentation to comply with ISO 9001, ISO 14001, ISO
45001, ISO 50001, local legislations, corporate and customer requirements and applicable
international standards.
Quality Assurance
1. Provide analytical and administrative support for collating all information such as the
HSE, ERM, Sustainability performance, MMR, etc for the monthly KPIs Reporting’s to
GHSE, HTL, Group Sustainability, Group Quality, Business & Ethics (QBE) and EIL
Management for tracking and monitoring of all targets and plans with appropriate actions.
2. Assist the HSSEQ Manager and Energy Management System (EnMS) Management
Representative (MR) in organising the HSSEQ and the Energy Management System
Management Review meetings, to assess on the performance of the HSSEQ and Energy
Management System respectively, maintaining the minutes of the meeting and tracking
for the required actions.
3. Lead the Quality Management review meeting.
4. Assist in the formulating and implementing the HSSEQ and Energy Management plans
and programmes to promote a quality culture, awareness programme in the terminal and
for continual improvement.
5. Assist HSSEQ Manager and the EnMS Management Representative in maintaining the
documentation, coordinating the compliance and certification of ISO 9001, ISO 14001,
ISO 45001, ISO 50001 and in line with the terminal’s policy.
6. Ensure that processes of the Quality Management System are established and
maintained.
Audit Management System
1. Formulate, coordinate and implement the Internal Audit Programmes to ensure the
effectiveness of the terminal’s HSSEQ Management System and Energy Management
System.
2. Develop, implement and liaise with Group QBE for the required external parties audits to
ensure compliance and effectiveness of the HSSEQ Management System and Energy
Management System, following up on the audit findings and action plans.
3. Ensure that all internal auditors are properly trained and competent to execute their
assignments.
4. Reviews feedback and implementation status on audit recommendations.
Operational Excellence
1. Assist the HSSEQ Manager in creating the regular schedule of Assessments.
2. Analyse the data for accuracy and enter the same in the Intelex system for the corporate
reporting.
3. Collate all the required data, analyse and prepare reports for presentation to the EIL
Management team as directed by the HSSEQ Manager.
4. Facilitate the communication of the results, updates and scores to the respective EIL
Managers.
Other Administrative & Analytical Support
1. Through the audit process anticipates business problems, evaluate the impact and
recommends solutions.
2. Prepares audit reports with analysis, appraisals, and recommendations.
3. Assists the HSSEQ Manager in the development of policies, maintaining the HSSEQ
Management System, Energy Management System, the relevant procedures and the
implementation of effective controls that leads to accurate reporting of audit results.
4. Manage the vendors, contractors and ENOC Shared Services evaluation process and
documentation.
5. Assist the HSSEQ Manager in maintaining the security procedures and plan in meeting
the ISPS code and security compliance.
6. Organise, support and liaise with internal departments on the documentation process for
the terminal’s Operational Fitness Certification and licensing activities in meeting the local
authorities requirements.
7. Organise, liaise and track with the ENOC Occupational Heath and Safety Centre (OHSC)
for EIL employees’ fitness and certification process.
8. Support the Emergency Management Team as required during emergency situation.
6. Carry out other tasks as assigned by Line Manager.
Customer Care System
1. Investigate and analyse all NCRs related to quality Non-Conforming events, customer
complaints are in compliance with the appropriate procedures and verify the
effectiveness of the corrective actions taken.
2. Provide support to the Terminals Manager to assign calls to respective SSI and close all
resolved calls.
3. Analyse customer care data and provided reports on all outstanding calls to the
Terminals Manager.
Skills
Minimum Requirements
Personal Characteristics & Behaviours
Education: Possess a Bachelor in Quality Management or equivalent field. Relevant
experience in Terminal Operations at supervisory level or had working experience in
General Administration, Interpretation & Analysis of Data, Quality Assurance Activities.
A background on Quality Management System will be preferred.
Qualifications & Experience:
Auditor qualification in ISO 9001 Quality Management System desirable, with the
knowledge of ISO Management System, planning and organizational skills.
Computer Skills: Proficient in MS Office (Word, Excel and Power Point) and other
related IT Applications. Knowledge on E-Management System and its maintenance
such as Intelex will be an advantage
Language & Writing Skills: Good inter-personal and Communication skills with
knowledge of written and verbal English Language essential. Ability to interrelate and
interact effectively with individuals at various levels of the Organization and other
material are essential.
Other Skills & Competencies: Good knowledge of regulations of local authorities and
standards related to EHS in petrochemical Industry. Must possess analytical skills, and
the drive and ability to translate information into relevant actions.
