Cost Control Manager ( CCM)

About the role
The CCM will be expected to perform all typical day-to-day tasks in relation to providing cost management services from planning to monitoring & controlling and till closing of construction projects, ranging from measurement, estimating based on Dubai construction materials’ rates, payment valuations, procurement, variation assessment, claims assessment etc. The SCM will also be expected to have a high level of communication skills with all the stakeholders
Responsibilities
• Establish the process and procedures of cost management
• Review, assess, and control variation orders
• Advise on contractual matters related to financial issues
• Prepare financial statements for monthly report
• Verify payment certificates and invoices
• Monitor contracts’ financial records and forecast periodically estimate at completion
• Maintain expenditure records.
• Verify, negotiate and advise on claim settlements
• Verify Final Account with all supporting documentation
• Prepare and review tender and contract documents, including bills of quantities
• Assisting in establishing a client's requirements and undertaking feasibility studies
• Performing risk, value management and cost control
• Advising on procurement strategy
• Identifying, analysing and developing responses to commercial risks
• Preparing and analysing costings for tenders
• Managing procurement process for provisional sum items
• Providing advice on contractual claims
• Analysing outcomes and writing detailed progress and cost reports
• Valuing completed work versus planned
• Maintaining awareness of the different building contracts in current use
• Ensure robust, accurate and timely cost and value reporting at both project and business unit level Ensure accurate cash flow reporting and forecasting takes place
• Actively seek to improve processes and procedures
• Ensure effective interaction between the cost management and the construction management teams.
• Participate in value engineering process
Skills
Qualifications
• Bachelor’s degree in quantity surveying, Civil Engineering, or related field with 12+ overall years demonstrable experience in Quantity Surveying including at least 7 years of cost control proven experience in Dubai (experience in medium to high-rise towers or hotels is an advantage)
Skills, Knowledge And Experience
• Qualified Chartered Quantity Surveyor by a recognised international body, ideally with Royal Institution of Chartered Surveyors (RICS) is preferred
• Extensive experience in preparing bills of quantities, cost estimates, and the management of claims is required
• Extensive experience in commercial management and procurement of contractors
• Ability to demonstrate a good knowledge of monthly reporting and earned value analysis Must have a sound knowledge of FIDIC based contractual relationships.
• Computer literate and able to maintain records, generate reports and use any project specific engineering and construction relevant software
• Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills
• Excellent team player whilst also able to work independently on own initiative
• Excellent time management skills, with ability to work to tight deadlines
• Proactive and willing to learn
• Attention to detail.
